Greater Essex Strategic Collaboration and Devolution

The challenge

The Leaders and Chief Executives of the 15 Greater Essex Councils commissioned Bluemarble to work with them to determine what type of devolution and strategic collaboration solutions could support a future Greater Essex. The need to accelerate economic growth, the immediate opportunities presented by the Government’s devolution agenda and the demands arising from the continued pressure on public spending formed the key challenges.

Our approach and outcomes

Bluemarble deployed a proven framework designed to bring senior decision makers together to work collaboratively through the big cross boundary issues that need resolving collectively. This way of working has freed up leaders from the bureaucracy and ‘done to’ approaches normally associated with traditional large programmes. As a result the Leaders and Chief Executives have discovered common ground they can build on and are now taking a hands on role in developing solutions together. The process has enabled stronger relationships and a sense of shared purpose and ownership to emerge.

In September 2015 the 15 authorities signed a letter to Government outlining an exciting agenda to provide long-term economic growth and world-class financially sustainable public services. Government has welcomed the proposals and Greater Essex Leaders have been invited to bring forward and participate in in detailed devolution discussions through the Autumn.

The detailed proposals in a number of key workstreams are now politically led and shared out across the 15 authorities acting on behalf of the group as a whole.
