A Transformation Programme – towards achieving Havering’s Living Ambition Vision

The challenge

As part of a wider Living Ambition vision, the Havering Transformation Programme sets out to move the council from a traditional service department organisation to a corporate model, delivering £35m efficiencies over three years and involving over 3,000 staff. This is an ambitious agenda requiring effective management to drive down risk, fully realise cost savings and benefits, and maintain focus on the big picture outcomes.

Our approach and outcomes

Working alongside the Chief Executive and directors, we used our Solution Centre process to define the scope and vision of the programme, clarify priorities and establish a solid basis for a joined up leadership approach. Bluemarble led the design and delivery of the programme structure, including Customer and Corporate Services and children, learning and adult social care. We worked with the Corporate Management Team to forward plan, identify potential efficiencies and communicate how those efficiencies would be achieved within the council and the Local Strategic Partnership. Our team took on a key operational role, supporting the Chief Executive in delivering the transformation agenda by providing momentum, challenge and assurance.
